Introduction to Insurance Licensing
The purpose of this document is to describe the process that an individual would use to apply for an insurance producer license in the United States. The two processes described in this document involve applying for an insurance producer license through NIPR (the National Insurance Producer Registry).
- Resident License Application - The individual applies for an insurance producer license to be used to sell insurance within their state of residence.
- Non-Resident License Application - The individual applies for an insurance producer license to be used to sell insurance in one or more states outside their state of residence.
NIPR is a non-profit registry affiliated with the National Association of Insurance Commissioners (NAIC).
A database that contains information related to insurance agents and producers provided by state Departments of Insurance (DOI) is maintained by the NIPR. The database is called the Producer Database (PDB). The information stored in the database includes records related to state licensure, Lines of Authority (LOA), and National Producer Numbers (NPNs).
A unique coming-together of public and private entities, the registry supports the work of the states and NAIC to ensure a more streamlined, cost-effective, and uniform producer-licensing process. This process benefits the regulators, the insurance industry and the consumers they serve. The registry facilitated the electronic exchange of producer information by establishing a network and developed and implemented the NIPR’s repository. The Board of Directors of the registry is comprised of thirteen members, with six members representing a cross-section of the insurance industry and the other seven representing the NAIC.
